It's difficult to compare teams in such different environments...I think that Sagarin's "Predictor Score" is about the best that we have to deal with..
Last year, Sagarin had TCU about on the level of Minnesota, Iowa, Oregon, Florida.....good teams all, but not BCS Bowl teams.
