I think it should be C-USA/B1G this year. At least according to Wikipedia.

Here is a report out of Irving Texas:
IRVING — The Heart of Dallas Bowl will continue a tie-in with the Big 12 as part of the conference’s bowl lineup for 2014-19.
“We want to be good corporate citizens and community citizens,” Big 12 commissioner Bob Bowlsby said Friday on the final day of the league’s spring meetings. “I’m serving on the board and trying to help [Conference USA commissioner] Britton Banowsky to put something together to benefit the area.”
Big 12 spokesman Bob Burda confirmed that the Big 12’s six-year bowl lineup will include the Allstate Sugar (New Orleans), Valero Alamo (San Antonio), Russell Athletic (Orlando, Fla.), AutoZone Liberty (Memphis, Tenn.), Buffalo Wild Wings (Tempe, Ariz.) and Meineke Car Care of Texas (Houston), as expected. Big 12 will be part of several conferences providing teams to the Heart of Dallas Bowl at Cotton Bowl Stadium on a rotating basis.
“We aren’t always going to have a team,” Bowlsby said, “but if we do, we’d be happy to play there.”
The Alamo Bowl will inherit the slot of the AT&T Cotton Bowl Classic, which moved into the College Football Playoff rotation, and will feature the top Big 12 selection outside the playoff structure.
The Big 12 also lands a desirable spot in talent-rich Florida (Russell Athletic), as well as a bowl within driving distance (Liberty) for most schools.

Though, this doesn't answer directly who plays in it this year. It explains that, resuming next season, the Big XII will rotate the tie-in through at least 2019.
