Rose Bowl Question

Suppose the following:
- Oregon runs the table, and does go to NCG
- Stanford also wins all remaining games (after losing to Oregon), giving them 2 losses in the conference
- The winner of the south division goes into the CCG with 2 losses
Who goes to the Rose Bowl between 2-loss Stanford and 3-loss south champion (after losing the CCG)? Would it change if Stanford had one fewer loss than the south champion (before CCG)? Does it matter if there's a cross-over game between Stanford and the winner of the south?
**I guess the same could happen in the B1G too, theoretically, with Wisconsin having a better conference record than the winner of the Legends. Is this a Rose Bowl choice, or is it governed by Conference rules?
**I expect I should already know this from past, but I've never really paid attention, and I thought Rose Bowl was different in some ways than others.
