The NCAA Division I Council announced on Wednesday it is waiving the initial counter scholarship limits for two years within Division I Football.

So, for this next recruiting cycle, and for the 2024 classes, programs are not restricted to 25 offers to incoming recruits, or 7 player caps in the transfer portal.

You are allowed to bring in as many players, up to the 86 scholarship limit.

So, if you have 35 open scholarships, recruit 35 kids without penalty.

Now, that might be good to get some of those kids out of the portal onto rosters. But it can also help smaller programs pull in extra players from JuCo.

I don't believe it will help with parity.

The Bigger Schools will be able to add more players, and separate themselves even further, by quality of talent.

At least the smaller programs may be able to make strides forward, with extra personnel on the 2 & 3 deep.
