Go All In!

If the Big East was smart:
1) Increases the outing option to $15 million w/ no wait (more in a moment.) Then go ahead and get AF, Army, Navy, ECU, and UCF. (But I go BIG, strength in numbers and fill in the map.)
Also invite,
Ohio: Ohio, Bowling Green, Akron (for a 4 corner move)
Michigan: Western Michigan, Central Michigan
Pennsylvania: Temple
New York: (Army), Buffalo
Maryland: (Navy)
North Carolina: (ECU)
Tennessee: Memphis
Florida: (UCF), FIU
Alabama: Troy
Mississippi: Southern Miss
Louisiana: Louisiana Lafayette
Arkansas: Arkansas St.
Texas: Houston, Baylor
Oklahoma: Tulsa
Colorado: (Air Force)

Thus going to 28 teams. I'd then form 4 - 7 team Divisions within 2 Regions: Northeast Region: Big Atlantic, Big North and the Southeast Region: Big South, Big Central
Week 12 would be the Big East Tournament. Big Atlantic plays the Big North and the Big South plays the Central. Cross-Over play by standing, 1 through 7...1 plays 1, 2 plays 2 etc.
Then the winners of the 2 #1 games play in the Championship Game. (Home and Away swap every year, Atlantic and South home 1st year, then Away the next.)

Now, if anyone wants out, they pay the cash and then they immediately get dropped from the conference schedule. With that many teams, they can be rescheduled internally. Especially when I'd make it a requirement that only weeks 1 and 2 can be OOC games. Each team has to play 6 division games, 2 in-region games, 1 out-of-region games. 9 games plus the Tourney game for 10 Conference games.

(Working out the revenue share would be a real work....but after that things get real easy.)

It would be interesting to say the least

I think the Big East is going to play it safe and offer bids to UCF and ECU for the time being. I don't think it is impossible for them to invite Houston or SMU so TCU would have a rival nearby. I still think the service academies would be a stretch because, for the most part, they aren't BCS caliber schools and would only weaken the appearance of the conference. I'm not saying Air Force or Navy are weak programs, but they have a ceiling due to their recruiting. UCF or ECU, if given the opportunity, could blossom into a BCS contender, so they would be the smarter risk.

(Or as said in another post....Big East and Big 12 take all of the non-FBS teams and set up 4 divisions and only play each other in OOCmes. Then also sign "Affiliates" - the top 40 FCS schools and lock up their FBS scheduling...and give them all a target to hit (stadium size, fcs rank, merchandising) to enter either conference. And also having both week 11 and 12 as "cross-over" tourney weekends.) Of course all of this would be to steam all of the other conferences and give everyone a legitimate shot!) But that is just blowing air.

I think they will sign ECU and UCF but I think the conference tanks! TCU will go into the Big 12 as it should and I think UConn and Rutgers will go the ACC. WVU will go to the SEC or Independent, likely Independent. But I don't think WVU leaves as an Independent until the current BCS contract expires.
