if ND finished the year at .500 they would have them ranked Top 10 next year in the Pre-season polls.

Good thing they're just the pre-season polls ...
These days they have become more of a novelty than a legitimate measuring stick.
One thing the committee has done, is shown they aren't afraid to go against what the current polls line-up.
They may very well still be influence by them. But at least the first Playoff Poll is not released until near the end of the season.
However, if you want an answer as to why ND is getting the Ranking Favoritism, it's rather simple.
They are a big TV draw. So, their rank is inflated to deceive the common fan into watching. Since ND games will be on a network broadcast, whether at home or away, the network showcasing the game will want their poll associate to adjust their votes to stimulate more interest.
