Definitely very plausible. But just to add further fire to the debate, did anyone see that Baylor is favored by 14.5? I wonder when it was the last time Oklahoma was a two plus touchdown underdog in Vegas--apparently money wagers think Baylor is for real. I'm not sure if it's the same in CFB, but there's an exchange in Ireland that lets people put money on the winner of elections (like US President, etc.). Turns out, the money people are a lot more accurate than polls.
But ironically, CCR--the only ranking system that I've seen that puts Baylor in the top 3 right now--says the game will be closer than that. So, it appears other models used by the majority (those that say Baylor can be overlooked) are apparently saying Baylor will beat OU by a greater margin than the model that respects Baylor. Like I said, ironic. That seems to imply that many of the people saying Baylor can be ignored (or those that listen to them) don't actually believe it themselves.
To return to your statement though, definitely very plausible that Baylor is a "paper bear."
The athletic team of my geographic region is superior to the team from your geographic region.
