I am sure every team or most teams including Ohio State try to steal signs. That isn't illegal, but the NCAA just needs to allow the headset communications for teams. At least FBS teams. But what Michigan did, that they keep saying was the same as what everyone else does, is they had people go in advance and specifically scout signs from teams they would play. That is a NCAA infraction. The Michigan players and coaches do not seem to want to understand the difference.
