I gave up on college presidents and their abdication of duty to the NCAA long ago. But for the NCAA this seems to be class book hypocrisy, in light of banning satellite camps.

A good move by NCAA.
Holding far flung travelling recruiting circuses is far from that we have known.
I am not at all surprised that midwestern programs want to recruit in the south and feel that their ox is particularly gored by not having recruiting shops set up, like Army recruiters, on southern street corners. And why not? The next move is the Big Ten opening up recruiting offices in storefronts in Tampa, Miami, Atlanta.
Notice who votes yes for this....The Big 10 is the ONLY P5 conference to want it...and of course a few G5 conferences, who exist on the crumbs left over in the recruiting wars, and who are increasingly desperate to break into a higher tier. The Big 12 and Pac 12 also voted "Nyet".
Hell no, I say. We have to learn from history.
My great grandparents had to deal with the yankee carpet baggers who roamed the south looking for opportunities to steal resources. We have not forgotten these weasels.

Although Florida State’s Jimbo Fisher says he doesn’t mind some creativity in the recruiting process, he insists that he and his staff prefer a more old-fashioned approach.
“At the end of the day, it’s about relationships,” Fisher said. “It's about trust. We communicate through social media, no doubt. But at the end of the day, you've got to have conversations and see people face-to-face and look them in the eye.”
“I just think the personal touch to things is the best way to do it,” Fisher said. “You want something done? Do it yourself. You want to get somebody? Sit down with them and talk to them. I think that’s part of our problem in this world. We don’t have enough conversations.
“We’re too social media-driven. It’s easy to say stuff, do stuff and hide behind stuff behind an (online) account. You’ve got to look people in the eye. How they say words on an account isn’t how you build a bond.”

Hockey in Tampa?
Kind of like the back to back NCAA golf championships in Toledo and West Lafayette, Indiana. When no champion north of North Carolina has won a golf championship in over 50 years.
At least the Tampa Bay Lightning are second in their division and are a Stanley Cup winner and played in the 2014-15 Stanley Cup Final....Tampa has a link with hockey.

I've never been a fan of the satellite camps and far be it for me to get mad at the NCAA for trying to contain Harbaugh, but there was a time that most of the blue chips came from the west coast and the upper Midwest and I don't remember anyone trying to get a rule to keep teams from the south east or west from coming up and getting recruits. Recruiting kids from far away from their home is a tough process. Teams should be aloud to recruit in all areas. I don't see a problem with the camps. I don't think the spring practices and stuff is necessary, but I also don't see it as wrong. Over the top for sure, but not wrong.
The way I see it, though, taking your team 1000 miles from home to practice is a distraction. In the long run I think it will hurt the team.

Spence...when most of the recruits were from the midwest (sometime in the 1950's), folks still recruited regionally...recruiting began to change.
But even by 1960, the south was becoming loaded...The Final AP Poll of 1960 had Alabama, Mississippi, Duke, Arkansas, Auburn. and Florida in the Top 25. Alabama had a run as AP Final #1 in 1961, 1964, and 1965. And again in 1978 and 1979. Georgia was #1 in 1980, and Clemson was #1 in 1981...
The powerhouse 1975 Woody Hayes team...Archie Griffin, Ray Griffin, Cornelious Greene, Pete Johnson, Brian Baschnagel, Bob Brudzinsky, Tom Cousineau..and on...was a decidedly northern team.
When FSU came up and played Ohio State, 36 seasons ago in 1981 (I was there), the Buckeyes already had five Florida kids on the roster and a few Georgia kids. In 2015 the Buckeyes have 17 kids on their roster from southern ACC states...
And FSU has zero on their roster from the midwest...but do have kids from the upper east (New Jersey, New York, Maryland).

Ohio State has always been an exception when it comes to recruiting. The base will always be Ohio, but the Buckeyes have recruited out of their region since the 40's. The satellite rule won't hurt Ohio State, because they have always recruited will out of the south as you stated. The unintended circumstance is that the rule will hurt the smaller conference recruiting. Ohio State hosts camps that used to bring in MAC coaches every year. That has helped hundreds of kids that aren't going to a P5 school be seen. Urban Meyer attended those camps at Ohio State when he was at Bowling Green. Ohio is the primary source of recruiting for many of those schools and Ohio State hosting the camps takes lots of pressure off their budgets. It was a inexpensive way of seeing lots of recruits work out in 1st class facilities, Ohio State offers less that 10% of these kids. The really good players are going to get their offers from everyone. Lots of others will fall through the cracks. Seems silly to me. Same with the ban on texting. They can't police it so they ban it. Meanwhile North Carolina plays in the NCAA final after admitting 18 years of academic fraud - among other things.
I think it is time to stop making rules that hurt players and start making rules that hurt schools for breaking them.

Southern kids have been recruited for years...without satellite camps...

Blame Harbaugh and Myers for pushing the limit and hurting the MAC...nobody much cared if MAC coaches from the midwest piggybacked on an Ohio State camp or a FAMU caoch piggy backed at FSU....But when you hold camps 1200 miles away from your campus, that's another thing.
I say, let coaches come to your camp by invitation...but stop the Harbaugh travelling circus.

I am going down another path...and best be smooth and have a handrail.
As long as college athletics, football and for some schools basketball, generate obscene amounts of money in excess of the programs needs, recruiting will be as controllable as that guy running for President. The United State is the only country that promotes college athletics. The rest of the world have inconsequential sports that are local and truly extra-curricular. So let's quit kidding ourselves as long as money is involved there will be any constraints. The NCAA is a pawn to whoever shows the money, hence the student is represented like some indigenous kid from the poorest side of town.
ESPN, NCAA, the P5 schools, Nike, et al call the shots. So all of this discussion, no matter how interesting, real and accurate, is moot. So I see two solutions
1. Deregulate and let schools do whatever. Can't be any worse.
2. Set stringent financial rules on institutions and violations ban them from participation. The North Carolina example is mind boggling.
What doesn't work is trying to make rules with schools having unlimited resources. It is not only the large schools. Boise State is a good example. Here is a school in a very per capita rich state. Has tremendous financial backing for a "commuter school." Put them on an equal financial basis, athletically, with Idaho and Idaho State and the will not even make the AP score ever so small print listing.
