You right, trying to ice the kicker isn't new. What is new is that now a coach can call T/O and he can get right into an officials ear and call T/O at the last possible second. Usually when that happens the ball gets snapped and kicked - that didn't happen before. The point is to get in the kickers head and make him have to kick twice to get the score. If it is from a long distance it can work where he misses the second kick. The downside is if the kicker misses the first kick then he gets a second try at it and he can adjust what went wrong. My take is that just like the old way, if the kicker is very good you are not going to rattle him. If he isn't you may rattle him, but you take a chance that he misses the first one anyway and you give him another shot to win the game. I don't see where it gives either team an advantage. It can help or hurt you depending on what happens with the first kick.
