The tied game was eliminated in Division 1-A under rules that went into effect with the 1996 regular season.

Naw, you're on the right trail. You looked in the 2000 version of the NCAA record book. Somewhere in a link near where you were, you'll find that starting in the 2002 book, the record has been corrected and the correct game is there.

Also, the NCAA statbook says there were only 8 scoreless ties in the 1970s. I looked through 70, 74 & 75 and didn't see any those years.
Since division I includes division-IAA, I felt obliged to mention the one that occured there.
That tie in 1976 was between a division I and division III team.

I thought this question was 'limited' to I-A, not when ever any two teams play, so I might have been in the ballpark.
Unless I'm mistaken I think there was another 'major' bowl game that ended in a scoreless tie (besides TCU & Air Force). Anyone want to take a crack at it?
