Of course, you never know, so I only speak in generalities and it is my opinion. The reason conspiracies never work is because it is almost impossible to find two people that can keep a secret and the more you include the exponential takes over that someone is going to spill the beans. In our family secrets are kept for about 7 to 10 seconds, the time it takes for the last button pushed to start the ringing of a phone. I digress.
And the opposite is almost always true. With that large sum of money involved a fact it might have been used for other people makes me believe that somebody knew. Maybe they were not complicit, but they had to be suspicious. Many years ago I was at an institution where very expensive equipment showed up, much more than people in the know, knew that budget would cover. After a mumble explanation, the person involved, who acted alone, was cornered. Someone at LSU had to know if a parent was getting paid. (In our case an assistant administrator signed some agreements so equipment was obtain...the agreements hurt the institution and should have never been signed. The person lied about it at first, the point, people with common sense and a little knowledge know when chicanery is going on.)

Correct, adding a zero does not change the sum, but placing zeros left of the decimal point does and to obfuscate the discussion, that may well be called, adding a zero. Why am I thinking of the federal deficit?
