My suggestion would be to spend 20% less then we take in and use that 20% to pay down the debt. (assuming the debt payment is included in the original 80%) No need for a commission.

That is exactly right. They don't spend money we don't ask them to spend. I think, though, like parents of a three year old, congress has to learn to say no. We have a representitive government - that is why they don't let us vote individually on things. We vote for people to do what is best, to make the hard choices. The problem is most of these guys want their seat to be a career position and not just a matter of public service. That means they can't say no or they don't get elected. We need to hear no we can't afford these things anymore - more often.
There is a local radio guy here that says don't tell your rep what some else should give up, tell them what you will give up. Until we get to that point it won't get better. We the people need to discover that we control whether or not we sink as a nation. We have the power to fix it, but we are to spoiled. We don't want to save for something we want badly. We just swipe a card and have it now. We want everything and we want someone else to pay for it.

1) Get rid of the IRS and Institute a National Sales Tax.
The IRS is 115,000 and 12 Billion dollar operation.
2) Combine and Reduce Agencies:
DOD = USAF, Army, Navy, Coast Guard, and Marines. Make them DOD employees, 1 budget, 4 uniforms by environment,
FEA (Fed. Enf. Agency) = FBI, CIA, NSA, HLS, US Marshalls, and Secret Service.
This could save about $1 Billion in total Admin costs and increase "inter-agency" efficiencies.
3) Disband the DEA and ATF.
- a Pure Gram of Cocaine is now worth $200.00. (Platinum is $71.25 after jewelry form work and finishing.) Coc is at least 3 times more valuable than Platinum now.
(heroin is typically valued 8 to 10 times that of cocaine on American street)
- DEA budget is over $3.5 Billion.
- ATF budget is $1.1 Billion
- Legalize drugs. Set-up contracts with Dole and peers to grow and imports base products and refining and manufacturing contracts to produce products.
- Tax drugs, effective 150% on growers, 125% on refining and manufacturing.
- Americans spend $65-75 Billion on illegal-drugs. (Many think this is low and misses a good deal of Meth, Pot, and doesn't consider Pharms being used recreatioanlly.)
-The last 2 lines would mean at least 33 Billion in Tax revenue. Add in the sale of recreational use pharms with the same mechanisms and taxes...$45 Billion
4) Restructure USPS
- USPS budget deficit is $7 Billion a year now.
- End rural delivery. (and save much CO2 and gas)
- Reduce Home delivery to M-W-F (and save much CO2 and gas)
- Reduce Business Delivery to M-W-F. T-Th delivery costs $20 or $30 per month per business depending on mail volume (business size.)
- Hard push for a USPS contract to deliver sub 50lb packages for UPS, FedEx, etc....much gas waste and tearing up roads currently.
- Go back to stamp machines and quit making everything you do at the PO a counter service with a complete car lot sales job.
- USPS email system. $4.00 per month base service. Email changes or Password resets are done at PO, $2.50 charge (a cheap secure service). Secur-Lock email
with thumb-print scanner (USB drive) is an additional $25 + $5 per month.
- Reduce Employee pay by 3%, 2%, 1.5% over the next 3 years.
- Raise stamps 7 cents. Raise Bulk mail 2 and 3 cents.
- No deficit anymore.
5) Big Limits on Welfare
- 2000 Budget $434 Billion (much larger now) - Federal $313 Billion
- 3 Year Ramp Down to $75 Billion
- Limit Pay Out Levels: %20 first year, 15% 2nd Year, 10% 3rd Year.
- 1.5 Year limit, 6mo extension available for females under 27 who are pregnant when they first apply.
- No increase in benefit for "additional" dependents while on Welfare.
- 3 Period limit for life. 1st - 1.5yr (to 2), 2nd - 9mos (to 15 mos), 3rd - 3 to 6 mos. (depending on past, lifetime limit is 30 -36 monts (36 for 1 time pregnant Females.)
- Anyone deemed less than 100% (bonafide) disabled must apply for work every month and perform public service.
6) Prisons
- (~$52 Billion on States) and $5.5 on Federal
- Few buildings and facilities. Tents for some levels, open wilderness, razor-wire, electric fences, etc. For Super-Crazies, Criminally Insane...5x7 concrete cells.
No Pillows, No Sink, Concrete Hole for business.
- You can cut spending by 66% (the guy in Arizona surpassed that.)
7) Tax Exemptions
- EIC and Child Credit - ~$120 Billion (80% of this is immediately burned through between late Jan and March on buying TVs, Stereos, IPods, PCs, New Rims, going to Outback etc.)
- Limit - Max tax return = 80% Paid in Taxes.

- One Senator per State
- Cut Congress to 1/2 size
- Reduce perks and charge accounts (meals, entertainment, hotels, travel) by 1/2 !!! Where the real money is
- Cut Cpngressional Retirement by 1/2
- Save150 - 200 Million
9) People getting SSI who never really worked and people who are able to work....~$100B
Figuring you need an Agency to control the Drug Taxes and National Sales Tax (near equal streams) you need at most %5 Billion to do these...then...

Government exists to protect us from each other. Where government has gone beyond its limits is in deciding to protect us from ourselves.

Reducing congress would require a change in the constitution. We can all list programs that we think are wasteful or need to be changed, but none of them will be inacted unless we stand up and tell congress what programs we are willing to give up not what someone else needs to give up. That is the only way to move forward.
Another way would be for the US federal government to return power to the states and go back to doing things they were originally intended to do.
