I am not sure but there is also a chance you could be suffering (in a lower order manner) from the IPv6 update from IPv4. (I think you could end up here through many nodes, I could see you hitting conflicts.)
After my wife told me about all of her problems of the day all centering around her people (scattered about) having problems with their Network and access. And her finally giving me a nibble I could chew on I realized this was her company's problem. (We went through some mess at my last place and I got hit and involved more than other non-IT people because of the controllers I had with internet access, MAC Adds, Gateways, switch, and port assignments to deal with.

This is true. The entry point routers into the US look for a device with an SEC cookie from your browser, and allow it. All else is blocked.
