School voluntarily join the NCAA. They are bound to follow the rules or get kicked out. Not sure government has anything to do with it. The fact the NCAA tries and act like the government is all right, because the member schools allow it. Doesn't mean that is what is in the best interest of the players, schools or conferences.
Like so many systems, it's broke; but the money flows like a drunk's vomit on Saturday night, so who is going to fix it. Certainly not the cerebral reptilians soaking up the purge like a wet rag in a tavern's sink.

As a result, individual schools and athletic conferences were freed to negotiate contracts on their own behalf. One of the most significant side-effects of the changes in television policy since 1991 has been the sharp decrease in independent schools and realignment of athletic conferences, as schools sought to pool and increase their bargaining power. Television has also driven the trend of universities (generally mid-majors) playing football on weekdays rather than the traditional Saturdays, in order to have their games broadcast.

I agree with billybud. You can always witness crazy times and events in anything; economics, crime, war, poverty, etc. and at that moment it is easy to think of countless laws and ordinances that would stop or help prevent the situation in the first place. This is how we get into socialistic states and things that are far worse...dictatorships, despotism, and fascism. None of these things came about because the people thought the system (as looking at the current and whole) was the better method. These came about because of a few points in time where someone had an answer for this or that.
What is man's problem! We don't fix problems, we fix resultants. At work, at the municipal level, state, federal government and this is how we ruin everything. People are stupid (and I am guilty some here as well, in having the thought, but I catch myself before the act). Whether you believe in God or Natural Law, the problem is man thinks he is greater. Why, cause man runs off and reacts greatly to transients (transient conditions). Earthquakes, floods, storms, puberty, pollination, menstruation, cloud formation...all of these are transients that are part of a greater system and help set in order the whole at the base level of a system. These systems don't operate all of the time, each settles into some steady state condition. Oh, but man is going to fix that! Idiots! So they run off and erect some things, and then they mute the transient and proceed to go crazy in trying to diagnose and fix of these other conditions that kick-up in different levels all over...and they became very obfuscated and hard to attribute, hard to measure, and even harder to hold.
But that is where we get Social Security, The FED (now a big gun with no bullets), Welfare, Pharmaceuticals, Law Enforcement, Car-Home-Auto Insurance...note that in all of these you have suppressors and things meant to keep some problem under control...haaaaah! And with everyone we have birthed something that just grows and grows. And all at some point prevent some tragedy or bad event, but we then find their steady state requirement begins to outstrip the protective provisions we desire.
How is that hunger in Africa going...how many decades now have we been feeding the children. Well, I see this morning they are still hungry. If you feed babies, they grow up, the go through puberty, and they get to rolling in the hay! How about all of those Congo, Ethiopian, and Somalian children we fed 25 years ago? What did those kids grow up to be? Don't send a bowl of pottage to fix the transient...dig wells and irrigation canals, send piping, tools, and equipment...and bring just a little food. Fix the problem and not the resultant!
The BCS and Bowls and their money created this problem (and ESPN). The money that followed into television contracts followed those and also became part of the big prize. Only some form of play-off, that goes beyond a plus one will fix that. Would you set huge fire under a big ole pot of water and then go and order some dehumidifiers and air-conditioners?
If engineers and scientists took more economics, psychology, sociology, and related classes while non-science majors took more math, science, and economics we could improve things greatly. (And if the "Math Majors" who ended up teaching children were the true math people rather than engineer and science students who changed majors when they failed to sufficiently learn and effectively cheat enough to pass real math classes like Vector Calculus.) We could learn how these areas and systems relate and where the melody and harmony lies. But then too, it would help if the youths didn't go to school and did the deeds of those who have gone before. And they went and fixed the problem, they studied to improve their value and worth, and really communicated with other students with thoughts and back grounds and experiences that differ. Rather than fix the resultant, cheat and get a better grade on the exam tomorrow and copy homework assignments to fix the problem of a poor grade. And engage in true argument and discourse with differing people and allowing interaction rather than setting off in clicks and beating on their like drums of viewpoint and telling each other how much wonderment another has just granted them!
No they all cheat, yet think themselves educated, and again gathering their little clicks and set about telling each other how miraculent each other is, while using cliched buzz words, and having a bunch of meetings to get company business done and 80% of the meeting is deciding which method to short cut a certain cycle to get the next objective done in a more desired period of time. The conference realignment fiasco is like being neck deep in a swamp (and not the one Florida plays in) and wondering which direction leads to higher ground. Fear, greed, and other less desirable emotions are running the show.
I think the bigger question is: "Do we want ESPN ruling the roost?" Forming and breaking up conferences by whim and their greed to be "the" monopoly in all sports. The only source is apparently their aim. The latest debacle apparently came about when the Big East (and the behind the scenes other deals) considered Comcast-NBC? for a TV deal. ESPN used the ACCs desire to be the premiere basketball conference by telling them to take Syracuse and Pittsburgh from the Big East to get a better deal.
ESPNs revenge on the Big East for having the nerve to consider anyone else. Quite frankly this probably violates part of the anti-trust lawas we already have. But, that aside, how does this sit with everyone on this board. Do you want to check in with ESPN (to get their views and fiats) before you go to take a dump, much less how you play ball?
And, quite frankly, I don't think ESPN (aside of it's size) does a very good job on sports anyway. Most of their commentators are crud too; and, they should be embarrased to put them on the air

I rarely watch ESPN, unless Ga is playing on ESPN. I think they are a big part of this super conference and playoffs. They trash the BCS at every opportunity and it's beyond annoying.
