For it to be an NCAA sanctioned playoff, doesn't it need to include all conference champs? Or they would probably have a special exception for football, surprise right?

Currently, I think that is correct, but that is not to say that that rule would get changed in the event of a playoff on the FBS level or whatever they might eventually call that division.

A change would have to be voted on and since there are more teams that belong to the smaller conferences - it would seem to be a tough sell.

Assuming it is the NCAA in charge of the playoff. For all conference champions to be included you would have to have a minimum of 16 teams. I think we will see a playoff, of 4,6,8 or 12 teams before that happens.
The current BCS is currently a two team playoff.

I think their current "right" to play in a championship game is illusory, but they could still do it via technicality. You are right, there is no way they would sign onto something like that. Which is probably what would spurn on the superconferences as every conference would load up on 16 teams to try to sway their opinions. As it stands, there are 6 BCS conferences to 5 non-AQs.

The current system isn't NCAA sponsored. A playoff, unless I am mistake, has to be NCAA sponsored.

Why would that be, if the BCS decides to expand the current setup to 4, 6 or 8 teams? There already is a playoff, with just two teams and it is not sponsored by the NCAA.

I am not sure, but I think that a playoff format has to go through the NCAA. I think I had read this while reading the NCAA rules. That may not be right because it has been several years since I read the whole thing. It may be that the BCS can run a playoff without being sanctioned by the BCS. If that is true, though, I'm not sure they have proven trustworthy to do it. They have manipulated the system to get speciafic results time after time after time.

I am saying the current BCS championship "IS A PLAYOFF", with two teams.
They keep referring to a plus 1 scenario and that in reality is a 4 team playoff. The plus 1, does not mean that they would continue then add another game to give a shot to another team to beat the winner of the first game. Many do not have this understanding and maybe the BCS is trying to hoodwink the NCAA to not see that as a playoff.
