There were always concerns about this behavior, well before College Spots Betting became legal. It's why it took so long for the needle to move in favor of it.
But money gets, what money wants.
Pay for play, has always been happening. But only certain programs will be relegated the harshest penalties, while others conveniently never get a whiff of an investigation. Especially with the monetary backing of particular TV network interests.
They don't agree on what NIL practices are, or rule on appropriate infractions conduct. Whether players should be employees, or whether Men can Identify as Women to compete in Female Sports --- when the NCAA President takes a back step on that one, and says they're waiting for a better method of consensus, he means, "Don't Ask Us".
NCAA has a bad habit of waiting for a Legislative Branch outside of Collegiate Sports to make decisions.
Honestly speaking, the NCAA has merely been a security blanket for the membership universities, so they can say; "Well, they never clearly indicated what the regulations were to us". With the NCAA saying; "We're just waiting on a more compartmentalized process".
Everybody's point their fingers everywhere else. But nobody us definitive pointing their finger anyplace that matters.

I lay the ‘blame’ on the doorstep of the school ‘presidents’ who abdicated their leadership role in the NCAA to the Athletic Directors, and now hide from their deeds.
Actions such as that is akin to ‘letting the foxes guard the Henhouse and triggered an almost certainty of what Peter Turchin called ‘a cycle of misery’.
Who says ‘College Football’ or College Athletics can be sold????? Who says who gets the money????? One might ask, ‘Who owns College Athletics?’. Taking someone else’s property is called “theft”, and is a criminal action.. Who owns these facilities that are being used to display these events, talents and outcomes…… and who’s doing the work that provides the product being sold?????
Hopefully the Pause and Reset buttons will be pressed.

As a fanbase, they're great to hear, and fun to say.
As Players who are here for a year ... what do they care?
What many players hold onto as,an experience. We as fans hold onto for a lifetime.
College Administrations rotate, with Presidents and Directors of Athletics, Faculties and Coaching Staffs, hopping from University to University, all while telling fans to ""Trust the System"" that they, themselves, do not actually believe in. Mantras the hopeful cling to with hopes of glory and jubilee for future success that they'll be able to witness, and pass down as Historical / Grand wins.
